To
regulate and monitor all BBS's for illegal activities is unreasonable. It would be equivalent to placing a
policeman on every street corner to reduce crime(Crime Bulletin). It could also be
compared to outlawing automobiles to reduce accidents on the road. Neither of these
are very realistic solution to their problem. BBS's go up and down
everyday. Some last for years, but most just go up for about a month then go down
like a fad. Hackers tend to hang out around bulletin board systems as opposed to
Internet because it's almost impossible to track down a hacker through a bulletin
board system. Anyone can get an access to the Internet including Federal agents,
but bulletin board systems are more private. You must have the phone number to
even call in...and even then, you have to gain access through SysOp validation
(Caption). Even if the Federal Government did come up with a way to instantly
gain access to bulletin board systems, it would be impossible to keep track of
all the bulletin board systems simply due to it's vast number (Caption). What
the government should do, rather than trying to regulate and monitor all the
bulletin board systems, is to set a law against hacking
and anything/anyone affiliated with hacking and attach a very steep penalty that
will result in violation of this law. The punishment should be very harsh so
that people will think twice about the chance they are taking. If a violation of
a simple law like software piracy carries a sentence of up to 5 years in prison,
a violation of the hacking law should have a Minimum of 5 years imprisonment and
a maximum of 20-30 years imprisonment. The Federal Government should publicize
this throughout the computer world and carry out the sentences to it's fullest
whenever possible. People should become aware of hackers who are doing 25 years
in the federal prison for wiping out someone's computer system
