Bulletin board systems are all part of technology. It is communication taken to
a new level. It is so new that the government doesn't know what to do with it
yet. All they see is something new, something to be feared, something they have
to control and regulate. This form of technology cannot be stopped. No one can
stop technology. The only thing people can do is guide it to the direction they
want to take it. People should be encouraged to explore the unknown, but there
will always be those few people who will see a new invention as a tool of
destruction. The Government has the responsibility to stop these people without
being a burden to the rest of the people. When Mr. Nobel developed the dynamite,
he had no idea the destruction it would cause or the death that will result from
it. But at the end, the creation of dynamite was necessary and with careful
control and laws against misuse of dynamite by the government, it became an
important tool for the development of our society. The same maybe true for
atomic power and nuclear power. They can be destructive in the wrong hands, but
when used properly, it can harness mass amounts of energy and be very useful in
society. Bulletin board systems should be treated the same way. Government
should make laws to prevent it's misuse, but the full potential of bulletin board
systems should not be tied down from maturing by rules and regulations from the
government.
